Aaron - Looks like LeMansX5 has already answered your question. He is missing one piece of the lower flare for the rear bumper (right) and it is 51-12-7-046-920. Also, as he has stated, I don't know how these 2 pieces fit onto the rear bumper support. I suspect that they are mounted the same way as the upper flares (by means of grooves and catches) which can be done with a dremel tool. You might want to check with the local BMW parts counter before ordering it.

Yes. In summary, if you want the alum running boards and the 4.6/4.8is wider fender flare look, you need 4 pieces of fender flares for the REAR (2 uppers, 2 lowers). And if you want it to look like LeMansX5's, you will also need the 2 front fender flares. With these flares, it's going to cost you a lot more, probably about double the cost of the alum r/b kit itself.
