If you feel you need to adjust the rear shoes, then a proper clean and inspection would probably not go amiss.
Slacken off both handbrake cables at the lever. This releives any pre-loading on the shoes due to overtight cables. Remove rear wheels and rear caliper bolts. Swing calipers out of the way. Remove rear discs. Check shoes and drums and roughen up with some abrasive paper. Click up the adjuster until you can only just get the disc over the shoes. Then lubricate moving/rubbing parts and refit the discs. Refit calipers and wheels. Re-adjust handbrake cables so that the lever lifts about 3 clicks to lock handbrake on.

Was the backing away 12 clicks for new shoes? I just completed this task and and the parking brake is worse than when I started. How many clicks in should I compensate?

It makes no difference whether the shoes are old or new. You are adjusting them just enough clicks back to clear the shoes when the wheel is rotating without rubbing.
You cannot adjust it by guesswork. You must keep tightening it up until the drum starts to drag on the shoes then just back it off a couple of clicks. THEN adjust the cable freeplay. 12 is far too many. X5Girl, xxx

Once the rear shoes are correctly adjusted, then you should adjust the handbrke cables to allow full application between 3 and 5 clicks. Dont forget the handbrake is pretty puny at the best of times so dont expect too much from it, even when perfect. It would never be as good as the old drum brakes where you could drive the car in an emergency just using the handbrake to get home.
They are a PARKING BRAKE, not an EMERGENCY BRAKE.!!

easier to see if the wheel is taken off, then you might as well remove the disc to have a look and check the condition of the shoes and pads.
