Obviously it would be blinding, but have you considered that he'd use this on open roads w/o oncoming traffic?

I wish I had the equipment so I could flash my highbeams w/o the foglights shutting off. I don't like the HID's turning on and off quickly.

That would only be practical if you were ALWAYS driving out in the middle of nowhere w/n oncoming traffic. If HID's are not enough for you to properly see the road you should seriously reconsider driving IMO no offense or disrespect to you but it pisses me off driving around and being constantly blinded by people with high beams on.
