Of the ones I've replaced, I never had anything sticky on there from the belts, but sometimes the squeeling would happen from changing cooling system parts and the glycol from the coolant sticking to the belt, pulleys, etc. That's why I use dish soap to check to see if the noise goes away...if it does, hosing down the same area w/ dishsoap all over it will give a quick washing/degreasing before installing the new belt.

Also, doing the dishsoap will help him narrow down if it's the belt, but if it still squeels after that, then I'd start leaning towards tensioner. Sometimes you can actually see a tensioner failing though because the belt will almost flop around, looking like it's hopping on the tensioner because it's gone weak and/or broken parts of the spring/seal internally.
