Enabling Daytime Running Lights (DRLs)?

Hi,

I would like to enable the daytime running lights on my car, and the dealer quoted me $150 to do this. I figure I can probably buy an adapter for that much and keep it around for the next time I want to make one of these changes...

So, I have been reading and it seems like you need a WinXP laptop with some software and a special usb/serial adapter to connect to the OBD-II port...

I found this cable/adapter: BMW E53 X5 M54 3.0L > Search > Usb > ES#6928 OBDII USB Diagnostic Cable - VT1A0003

Is this the adapter I need?

What about software? I have hard of NCSExpert and others... But what do I really need? Thanks!
