If you are trying to start from the Park position on the gearshift lever, try putting the gearshift in the Neutral position and give it a shot. If the engine cranks over you have a bad neutral safety switch.

Test 9 shows voltage @ 11.8-12 probably from attempts to start over the past few days. Where are the engine grounds so I can check those?

Have tried both park and neutral gear selections with both keys in various orders- no dice

And we have already checked the Crank Position Sensor beside the transmission housing? I would put the battery on a refresh charge just to be sure you have sufficient voltage on it. Anything in the 11v range is too low for the M62TU.

There is another ground cable under the car - I believe it is close to the starter on the passenger side.

A defective/bad Crank position sensor will not prevent the engine from turning over, it will just prevent the engine from starting.

The starter is grounded directly to the block.

Sounds like the EWS system is not allowing the starter to turn over. Since you tried both keys and the results were the same I would suspect a bad receiver in the column that is not receiving a signal from the key transponder.

Good point. Are you thinking it is the round antenna? Could it also be a bad EWS?

Get a jumper cable and clamp one end too the jumper ground at the engine bay and clamp the other end to a good metallic piece of the engine. Perhaps you got a bad ground. Leave the door open and try cranking the engine, does the light goes dim?

Could be the round antenna or a bad EWS module. If the OP has some BMW software he could read the EWS module.

Ditto getting the battery hooked up to a battery charger or hooking up to jumper cables connected to a running vehicle that is a 12 volt system for a good 5-10 min. (Or in TEST 9 with key in position 1 til voltage comes up to 12.5v)

Use engine bay jumper locations for either charging or jumping...no need to remove spare to hook up directly to the battery.

A battery at 11.89 volts is a 0% state of charge...and as mentioned...can illuminate dash lights, horn, radio, etc...but not enough to start the engine.
