Also try disconnecting the intelligent battery sensor (IBS) as shown here https://youtu.be/vl7BkzQBgHY?t=38

It's like the ECUs aren't getting the proper wake signal. The CAS has to be at least partially working because the start button changes the instrument cluster status and that button is plugged directly into the CAS. The junction box has to be working somewhat or else you wouldn't get any codes. All the problems have to be related to those two ECUs.

Gotcha. They're more like fusible links I believe, very large fuses that are not intended to be replaced. If you need pictures, I can take pictures of mine.

i ran over there and took them out.

How can you tell if they are bad or not?

f172 looks discolored/burned on the end

It should read battery voltage (~12v) at each of the red wires. You can also measure the resistance across the fuse and it should be near 0 ohms, similar to when you touch the multimeter probes together.

If that doesn't yield any results, definitely try unplugging the IBS.

I didn't take mine out, but this is how I'd quickly check it. Do the resistance test first since you have it out.

Also mine does not look dark & discolored like yours, but I wouldn't assume that's a problem.

i forgot to check the resistance and voltage when i put it back in. I did however disconnect the IBS, now the speedometer lights come on and the dome lights, but still the same result with everything else. I can hear the fuel pump and starter clicking but no start. The transmission shifter and infotainment center does not come on either.

If the fuses are indeed bad, is that fuse plate available to buy?

Hard to believe... you spent the time to slap it together and couldn’t check continuity?!?
