I am in process of replacing the whole fog light assembly. Waiting for the new part to arrive in a couple of days. As of now, I have managed to take the whole assembly out. Regarding your question, no, you do not need to remove the whole bumper. Once you take out the front cover (i.e., 1st step of the process), you will be able to use your hand to go in to touch the assembly. In my case, I took out two torx head screws and loosen the whole assembly to come out. I didn't know the location of the screws at first but now I found it. In your case, I see from another post that you can just take the bulb out (without loosing the torx screws, by turning the bulb clockwise). Try to see if it works.
