You still took delivery of the car? That's illegal. Odometer tampering is a no-no.

So if the dealer can change the odometer and no flags are raised by the system then CPO/pre-owned IMO would all be tampered with to the last possible odometer that was not recorded on a work order/emission report/etc.

This sucks if it is possible. Can you please name the dealer?

The BMW odometer has a red light that comes on if the odometer was tampered with. Standard practice, it is a small LED near the odometer readout. Probably complies with some federal legislation, but I don't have the regulation.

Resetting the odomoter for a new vehicle that has a very low mileage on it has been previously reported as a dealer capability. I suspect there is a maximum indicated mileage allowable before the system turns on the tamper light. The capability is designed to satisfy those purchasers who obsess over a few kilometers or miles showing when they pick up their new cars.
