It's only a fix it ticket. I've never put a front plate on. I was ticketed once several years ago. Just put the plate on and had a CHP sign off on it. Fine was removed and so was the front plate!

I think the tie-wrap method is the best way.

Thanks for the replies. There seems to be no E70 specific method to do this. I plan to stop by at the dealer today. Lets see what they have to say.

ABMW, Good to know that yours came installed. You meant the front bracket right? My CA gave me the front bracket at delivery but no screws came with it. I will check to see if the screws are in the trunk or the glove box. Even if I had screws, there is no place on the bumper to screw this thing. Looks like the plate has to be tied to the grill behind the bumper and that's not ideal.
