Also have noted that some of the same versions have different pictures on the dvd, like a desert road, or a road by a lake or ocean. Is that normal, or an indication of some someone trying to pass off an older or incorrect dvd?

oh - it's quite simple!
the version with a desert road - is the Nav-DVD for a tank ...
and that one with a road by a Lake or ocean is for the people, that own a ship and are looking for a place to get the ship watered.....
