Regardless of what has happened in the USA, the buck stops at the President. That's not to say trump has responded to this crisis effectively or ineffectively but he is directly responsibility as to how any national crisis is handled and the outcome.

IMO, his actions have been incredibly, amazingly, blatantly irresponsible. Trump has minimized and appealed to his base to act as if COVID 19 is no worse than the flu and that the Democrats are blowing it out of proportion to hurt him. He has made it a political issue. I don't think there is any question that he believes the cure is worse than the disease and that casualties are acceptable. He has claimed many times how good a job he is doing based on the original estimates of two to three million deaths. One million deaths sounds like much better than two, certainly three. And it won't get near one million before the election so open everything ASAP, he can BS his way out of however many die by then.

Republicans in leadership, for the most part, have based their opening plans on restoring the economy, heads up his #@$. They have no yet broken from party lines and followed the WHO and CDC recommendations as an opening plan. If they don't they know Trump will chastise them and attempt to destroy their reputation and political career. Add to that the contingent of Americans that lack the intelligence to understand or are ignorant of what freedom means or are just angry and defiant by nature and we have a recipe for catastrophic failure. I think we are still in the first wave giving the second wave a huge kick start.
