More regressive taxing. Every time they find a way to shift taxes towards consumption and away from income or property, they are shifting the burden of taxes towards those who spend a higher percentage of their income, i.e. poor people.

While certain items could be considered "luxury" items that only wealthy people can afford, I don't think a cigar qualifies.

You don't, ask some old school baby boomers. When my father saw the price I paid for a cigar (let alone a box) he almost fell to the floor.

Even as a non-smoker that seems steep. If this passes, Snoop's cost per blunt has just jumped so he may not pass after his puff puff.
