isn't it some sort of law that the Federal Gov't can not get involoved until the State and Local Gov't requests the aid?

wasn't it the State and Local Govt' that failed to make that request right away?

wasn't the State and Local Gov't advised a few years back that there evacuation plan would not work?

Not a Bush supporter by any means, but you're right in all those accounts. EVERYBODY -- starting with the local and state governments and going ALL the way to the very top of FEMA and Homeland Security (which oversees FEMA now) failed.
