It probably never will be implemented, as your FCC seems to be more powerful than your DOT, and communication seems to trump transportation.

However, technology already exists to block calls from a single seating position (the driver), while allowing calls from other seating positions, the vehicle itself, and to 911. It is referenced in the article in the first post. This stops hand helds, and texting, by the driver. It just violates some FCC rule about freedom of the airwaves.

I didn't know about this product, but read about it in the first post. No comment on how well it works. Given the current rate of technological advance however, I don't think it would be a problem to have a reliable system by the time any such driver cellphone law came into effect.

Maybe the way to get around societal objections is to have insurance companies offer discounts for voluntary installation of such devices, the same way they reward users of Tracker for car theft premiums.

It sure looks like you wrote it, and if you took it from one of the studies, you should have attributed it to the article so that people don't draw an incorrect conclusion. My money is on you writing it, which is stereotyping everyone. The prosecution rests.
