It means the crankshaft is either accelerating faster or slower (positive vs negative value - I forget which) when those cylinders fire as compared to the other cylinders.

That sounds more like a cable or OBD connector issue and less like a problem with the software.

If it knows enough to test voltage and isn't finding it it sounds less like software to me. ...
