You need to take the bumper out to remove the lower grill. You can't just pull the lower grill out from the outside. There are two retainers that need to be removed from the inside.

OK, here are a few pics for you. There are 8 clips on each grill. Press down on the clips then pull the grills out. Don't be shy pulling them as otherwise they won't come out of the bumper....

Once you remove the grills from the bumper, you can separate the slats from the chrome surround and just paint the slats. Then once done just snap the slats back into the chrome.
