Update, i ordered a new relay from bmw installed it and i still cant get it to start. I built a jumper and i am now able to get the car to run and i was able to get it home. Runs fine with the relay jumped. Still doesnt run with a new relay. Has to be the signal from the module. Im getting codes p1721, p2401, p2419, p152B. I think when my alternator voltage regulator went bad and i got some huge spikes in voltage it might have damaged the abs as well as the icm modules. My guess is the connectors were comprimised but not completely ruined and over time they have just gotten to the point where they stopped working all together.

Well, Once again you guys have save me a bunch of money. There was a blown 10 ampr fuse. So I replaced it in the car is running great again. I just wish I would've realized the fuse was blown before I broke the nipple off of the old fuel pump cardridge. I still believe i should replace the fuel filter/regulator. Also I believe my alternator is going bad which is what caused the fuse to blow when I read the voltage it's bouncing around from 13.6 to 13.8 while driving. When I first installed it it was a steady 14.1. Does this sound like a bad alternator to you? I did put a brand-new battery in.

Where was the fuse that was blown? Was it one of the IVM fuses in the back?
