I believe the small vacuum line you are looking at from the air intake tube runs down the left fuel rail (inside that plastic housing) to a vacuum module on the side of the engine intake - not sure what exactly it connects to, but it would not be the reason your TB is not actuating. The other two plastic hoses, top of the TB is part of the CCV system and the side of the TB is I believe part of the evap solenoid. Neither would have an affect on your TB actuating. Correction- top and side of the TB spacer, neither of those hard plastic hoses connect directly to the TB.

still out of commission
I have ITSA/D and /P - I have been all thru it, and reset TB adaptions, I only have the following faults
115 signal hot film air mass flow sensor (it's disconnected right now) 134 - learning function, lower stop, throttle actuator 201 DMTL heater What is happening is that engine turns over, starts for a brief second, then dies. I have replaced the throttle body, and the fuel pump. Yes I hear the fuel pump engage when turn the key to position 2. I could really use some input. It's been weeks now and still scratching my head.

If wiring is OK, likely bad DME. I would try repair first (I googled the link below), new is +$1K and would need coded. Used cannot be coded to car and will not talk to your EWS

I'm not 100% sure but I think the DME can be recoded (1) one time as it lists the warning saying that in one of the menus of the Foxwell but you have to dig deep into the menus to find that message and it's been awhile since I saw it.... Like I said not sure but I bet Andrew or OB knows for sure.

Ok I found it and yes the DME can be recoded but the rolling code has to be reset on the EWS portion. There's a place down in Oakland Park, Florida called "Specialized ECU Repair" that can do it for you if you can't find anyone nearby.

Unless I misread something the computer can't read the throttle position. It won't operate an engine in that condition so it shuts off.
It's not talking about the gas pedal that's a few steps removed from the throttle but can also be checked. Key on engine off, you should be able to find the two reasons for gas pedal position and confirm you have good readings but then look for throttle position sensor. I can't remember if that is also redundant. The error is literally saying when it does a pre-fire end position test it can't find the zero position. That means a problem exosits at or between the throttle position sensor and the DME (connector/wire). (that also includes the connector on the DME and traces inside DME module).
