as far as I am aware , if a tyre is run whilst deflated or under inflated this will cause the inside to fall apart .
any sign of dust or particles inside tyre indicates tyre falling apart .

I agree with this. I bet the tire is simply old or was drivin around on underinflated. Two biggest causes for this issue as far as I know.

I wouldn't do this if I were you. Remounting tires over and over is not really good for the tire itself. You could end up ruining them by doing this too many times.

Just keep the tires properly inflated. If you don't drive very much, you may have to look into replacing the tires before they are worn, simply becuase the rubber has started to break down from old age. Like others have said, you need to look at the manufacture date on the side of the tire.

the previous owner could have swapped the rears to the other side and the new direction of the tires killed them
