E70 35i Won't set Evap

Almost a year ago, I got a CEL and the code indicated the DMTL pump was toast. I replaced it myself, cleared the code, and have driven for almost a year now with no further trouble (i.e. no more CEL).

I'm due for my emissions test now, and went to go make sure all the monitors are ready (my state requires 100% ready) and see that evap still hasn't set. I've got no codes, and I can hear it running after engine off sometimes, so I know it's working.

I've read a lot about these being notoriously finicky to set, but I would have thought that after a year, I'd be good. The only thing I can think of is that I drive this vehicle very infrequently even in a regular year, and even less this year. Is it possible that even though I've driven it plenty of times over the course of a year, the duration between trips has been too long for it to set?

This weekend I did another code clear to get all the monitors unset, and did a couple of drive cycles and everything has set but evap. I'm going to go do another 20+ minutes full-temperature drive today and check, but I'm about out of ideas. No codes and a running pump tells me that it should be okay, and I really don't want to take it somewhere and pay someone to drive it if that's all that is needed.

There seems to be a lot of folklore about what magic dances you have to do to get this to set. Can anyone offer some real-world help?

In Wisconsin you will pass with EVAP not set. If no SES and only EVAP not set take in for emissions.

I think that may be nation wide

Yeah, thanks but for >2000 vehicles, Oregon requires 100% ready.

Unless Oregon has an exception to the exaception you are probably ok. Don't reset codes it starts the clock over.

I usually find It takes two trips from Racine to chicago before the EVAP monitor gets set on the cars I maintain (75 miles one way with a mix of every type of road speeds). From my read of Oregon rules they dont charge until you pass so if only EVAP unset you should pass. They guys at the test station won't likely know the answer. Two years ago when I had a truck that refuaed to set the EVAP I took it anyhow (a fail gets you a one month extension in WI), I asked the guy he said fail if any unset ten minutes before he gave me the pass receipt with EVAP unset.

Was that image quote from something in Oregon? I've found multiple accounts of people failing because of not having one monitor set (some states have an all-but-one rule) and some mentioning evap specifically. So maybe they except the evap monitor, but I hadn't seen that anywhere.

The process of testing is a giant hassle, especially for this vehicle I don't drive much, so despite it not costing me anything, I'm not looking to just keep trying when I can see my own readiness monitor state.

Thanks for the feedback on the trips though. I can't remember the last time I put in 75 miles in this car, so it will really suck if I have to go burn dino juice at that level to make it set, but...maybe I will have to.

I forgot the exact site but you can put in your zip code to get localized info. It was clarity intended to mean all of USA

Code:
Before an OBD test can be done, most of the emissions control system monitors have to complete their checks of the emissions control equipment. Depending on the age of your vehicle, if one or two monitors have not yet completed their checks, the vehicle is “not ready” for an OBD test. If your vehicle is Unready, you will need to drive your vehicle further to allow these monitors to finish testing the equipment. The amount and type of driving needed varies according to the vehicle.

You can rest assured if Oregon says one or two depending on age it's the same as every other state and 2000+ model year can have EVAP unset

Per https://www.oregon.gov/deq/FilterDocs/DriversGuide.pdf you are allowed one unready monitor unless you had already failed the test for that same monitor.

From within above document: Note:All 2001 and newer model year vehicles are allowed one “Unready” monitor. All 1996-2000 model year vehicles areallowed two “Unready” monitors. An “Unready” monitor refers to an emission control system test that hasn’tyet been completed. A vehicle which previously failed with either a catalyst or evaporativediagnostic trouble code(DTC)must have the respective monitor ready. For example, if a vehicle previously failed with a catalyst DTC,then the catalyst monitor must be ready for the vehicle to pass a subsequent retest.

From my research including failing several tests and passing when the guy running the test said I would fail just before running the test is that the wording implies you can have any one monitor not set but the only monitor that I'm aware of that fits that exception is the EVAP monitor.

I was trying to find the picture I took in 2018 of my friends truck which was the example of no EVAP but no luck I may have texted him directly
