Did you set the phrases in your desired language?
Some people only change the phrase in one language and not others. Eg: if ccfj1 only altered the English voice file, and left German untouched, you won't hear anything on a nav set to German ccfj1: Please ensure all voice files of all languages on the OS disc are modified accordingly.
