Whether a car comes with a bracket or not has ABSOLUTELY no bearing on whether or not it's required by law in a certain state. No C6 vette has a front bracket as standard equipment, yet a lot of states require a front plate, so you have to buy the bracket and display the plate.

So no, the cop was NOT obviously wasting tax payers dollars.
