Intermittent steering shake

So last week I am on the freeway, doing 60-65, when the steering wheel starts shaking/shimmying pretty badly. At first I just figured it was the road, but when I hit the brakes the shake intensified....

I did bed them according to Axxis instructions on the box (40mph down to 10mph 10x) but not the Zeckhausen ones...they seemed a little intense for my purposes but...

Ok this is a weird one...I installed new Axxis Pads on all 4 wheels a week ago...I measured the rotors and they were within spec so I didn't replace them...drove on them all week and were fine....
