The white substance would be DEF fluid. Dealer did a sloppy job refilling your DEF.

That being said, I have never seen buildup like that! Perhaps the closing cup is leaking?

it takes very little (about 2mm) so slide off one...

it takes very little (about 2mm) so slide off one of those clips. The bumper cover could move due to some other damage, too. That is just a suggestion :)

What are the risks for any other components when front struts go bad yet owner does not see symptoms yet?
