I run construction and I get stuff like that regularly. I pull them and plug them as long as they're not too close to the side wall. I think every tire on my X has a plug in it.

|
Tip-Top used to make something called a "Combi" patch, it means needing to take the tire off , but a totally reliable repair as long as not close to sidewall as pointed out, but even there it is fairly reliable if it's still in the tread.

For that one it's the combi-patch. It has a patch with a plug spike built in and holds up fairly well, but I buy replacements asap since I rarely follow speed suggestions...

Here's what happens when the 4 tire spike sets aren't gang-locked together and only one side retracts and the sidewall is too close to the other set....
