Standard operating procedure for dealer service dept. is to inspect vehicles for problems other than the service requested. I would see it as for my safety and potential greater expense later if the other issues are not addressed. I think the dealer views it as a potential liability if they don't and certainly additional profit opportunity.
Without a warranty any 10 plus year or older vehicle is obviously a significant risk if one cannot DIY and take advantage of aftermarket or OEM parts. If not a DIYer I suggest developing a great relationship with your service advisor or take advantage of lower labor rates at a well recommended independent shop that specializes in BMWs. I read the other thread. I have no idea why anyone would accept the input of a forum rather than take it to the dealer to be sure their airbag should or should not be replaced.

It would be a true danger if somebody who did have a sport steering wheel, and did have its airbag replaced, and it was replaced with a faulty Takata bag (I believe all 3 must be true to actually have an airbag that warrants replacement) ... thought since they only had a weak 3 spokes that their wheel was non-sport (wrong of course, since the sport is 3 and the non-sport is 4), and skipped on the recall. So I can understand why BMW's party line is what it is. Still waiting for a data point to contradict this.

As far as the cost, some people who regularly visit the dealer would truly have zero cost - just get it done next time the car is in for regular service. But for everyone else it takes some time at least, inconvenience, effort, perhaps a long drive for those in more remote areas.

I have a sport steering wheel but it only took them minutes to confirm I didn't have a takata airbag. I thought I recalled seeing that only replaced airbags were under the recall for early years. I have an 01.
